We have 53000 Upasses.

A Upass is the equivalent of a rural express pass that costs a Student $113.00 per month.

A Upass costs $180.00 for four (4) months.

53 000 u passes @ $180 term = $9 540 000
53 000 u passes @ $113 x 4 months (student rural express pass)  = $23 956 000
The City of Ottawa / Oc Transpo is losing $14 416 000 on the Upass deal.

...but it's revenue neutral or charity?

To be reasonable, city’s estimated cost for U-Pass deal is about $4 million/ year. On the other hand seniors’ ride free program cost about $1 million but that discussion took far too long to finalize.
The route 12 loses about $4 million/ year.
The same city locked down about 2600 employees for a period of 53 days to save $ 3.5 million/ year while all residence of Ottawa suffered massively through that time.
We live in a crazy and unethical world or not?
I would say any one who live and pay property tax/ rent in the city should be issued a residence card to ride fare frees except the peak hours top up of $2. None residence should be charged other set fare structure.
